摘　　要： 钢铁行业的采购涉及到许多的物资，不同类型的物资都需要用不同的方式和方法组织采购，采购过程中供应商开发管理是钢铁行业采购管理中重要的组成部分。在当今各个企业都对采购管理引起重视的环境下，供方和买方的关系己经逐步走向战略合作的双赢关系，也就是说明，供应商开发管理将对采购的效果起到关键性的主导作用。这对开发和管理供应商提出了更高的要求。在企业生死存亡的今天，研究如何在竞争激烈的行业中生存下来，如何建立合适的采购管理体系，如何针对企业采购物资的不同，运用正确的方法和策略，科学地开发和使用好供应链上的各级供应商，争取到更多的资源和成本优势，已经成为钢铁企业必须面对的重要的课题。 本文以广东省韶关钢铁集团有限公司（以下简称韶钢）供应商开发管理体系为研究对象，结合供应商开发的理论知识，针对韶钢供应商开发管理中存在的问题进行全面分析，探索建立供应商开发过程中对核心物资采购供应商评价的指标体系，为保障评价体系的实施，对供应商开发流程作了进一步规范，统一了公司供应商开发管理的原则，完善供应商开发管理的相应机构，并建立了供应商信息管理平台来保障供应商开发管理过程的实施。 文章力求理论联系实际，在探索改进韶钢供应商开发管理体系的同时，为韶钢降低生产成本、增加企业竞争力提供一些有益的帮助。同时也希望通过对韶钢供应商开发管理的研究分析过程，对在供应商开发过程中遇到同样问题的其他的钢铁企业提供些许借鉴。 The purchase in iron and steel industry involves many supplies. To different supplies, weshould use different methods and patterns to make purchase. Supplier developmentmanagement is an important constituent part in iron and steel industry purchase management.At present, as the enterprises pay more attention to purchase management, the relationshipbetween suppliers and purchasers is gradually moving to the win win relationship of strategiccooperation, that’s to say, supplier development management will play a leading role in thepurchase effect. When the enterprise is in the fight of survival, it must tackle with the mostimportant subject, such as how to survive in fierce rivalry between the industrial enterprises,how to build purchase management system, and how to adopt suitable methods and strategyto develop and make good use of all suppliers in chains so as to gain more resources andadvantages in cost. Taking Supplier Development Management System of Shaoguan Iron/&Steel Group Co.,Ltd /(Hereinafter referred to as SGIS/) as the research object and combining with theoreticalknowledge in supplier development, the paper makes an analysis of the existing problems inSGIS supplier development management, explores building a index system of commenting onthe core suppliers during the supplier development. To guarantee the implementation of thecomment system, many countermeasures are taken, such as standardizing the supplierdevelopment procedure, unifying the principles of supplier development management,improving the relevant organizations for supplier development management and building amanagement platform for supplier information. The paper aims for connecting theory with practice. At the time of exploring improvingSGIS supplier development management system, it provides some help in reducing the costand increasing enterprise competitive force. It also hopes provide some reference to other ironand steel enterprises who facing the same problems in supplier development by means of theresearch and analysis to SGIS supplier development management.
