SG三钢厂A项目评标方法研究

摘  要: 招标是我国现行的工程项目、物质采购和服务的重要形式,是社会主义市场经济的重要组成部分,其实质是一种交易方式。随着我国基本建设项目管理体制改革的不断深化,特别是2003年7月1日正式实施《建设工程工程量清单计价规范》和《国务院办公厅关于进一步规范招投标活动的若干意见》以来,我国的建设工程招标承包制已从局部试点过渡到全面展开。评标工作是工程招投标的核心,是一项既关键又细致的综合性工作。评标方法是否科学合理,直接关系到整个招标投标活动的成败,意义十分重大。SG以往在工程招投标中核心是合理低价中标,但是在实际操作过程中往往是低价中标,忽略了综合评定原则,导致了大量问题的产生。即使采用综合评定方式,由于存在大量定性指标,在实际操作中主要是基于由专家组成的评标委员会成员打分,这或多或少的存在个人主观因素的影响,这相应地减少了评标工作的科学性和公正性的成分。另外,招投标评价指标体系中各个指标的权重的确定是招投标评标过程中的重点。在评标过程中,SG一直在探索如何科学合理地确定评价指标体系中各个指标的权重,减少个人主观因素。 首先概述了建设工程项目招标投标的评标方法国内外研究现状,分析了实际中存在的问题和弊端,并对论文研究背景、逻辑结构进行简要的介绍。 其次简介SG和SG三钢厂A项目概况,同时对SG三钢厂A项目在评标过程中存在的问题进行了分析,并提出了改进建议。 然后针对目前我国在招投标中采用累加评分方法的不足,结合SG三钢厂A项目实际,通过对以三钢厂A项目为代表的典型招投标过程中评标方法的研究,使用AHP层次分析法尝试确定各个指标的权重。在此基础上,将模糊数学与灰色关联分析的方法有机的结合起来,提出了建立模糊灰色综合评标模型为工程项目招标评标提供了定量决策依据,对国有企业,特别是国有大中型制造企业根据工程量清单中的合理低价中标原则确定合适的投标单位起到了科学的参考作用。 Bidding is an important way for the socialist market economy in the current projects,material procurement and services to, and also is an important part. Its essence is a kind oftransaction. The essence of Bidding is trade. With continuous deepening reform ofmanagement system in infrastructure projects in China, especially since the July1,2003, theformal implementation of 'Code of Valuation with Bill Quantity of Construction Works 'and'Opinions of the General Office of the State Council on Further Regulating bidding activities',the construction tender contract system was from the local pilot to the whole country. Thecurrent construction market had implemented domestic and international competitive biddingin China, more and more construction projects were determined through bidding. Evaluationwork is the core of bidding, and is both critical and comprehensive meticulous work. SG used of the scientific nature reasonableness of evaluation method directly related tothe success of the tendering and bidding activities, which was of great significance. The coreof bidding bill of quantities is reasonable low bid, but which Led to a lot of problems, if weignored the principles of comprehensive assessment. Even with the comprehensiveassessment approach, due to a large number of qualitative indicators, the current way oftender evaluation is mainly based on the evaluation rate from a experts committee, which Beaffected more or less by subjective factors, and scientific and fairness of the evaluation workwere reduced accordingly. In addition, the key is that how to determine the weight in biddingevaluation index system. SG had been exploring how to scientifically and reasonablydetermine the weight of each index in bidding evaluation index system and reduce subjectivefactors. At first, this paper outlined research of bidding evaluation methods in the constructionproject at home and abroad and analyzed actual problems and drawbacks. Researchbackground and the logical structure were also briefly introduced. Secondly, the actual situation of the project A of NO.3steel plant in SG GROUP wasbriefly introduced. This paper analyzed problems in the evaluation process, and givessuggestions for improvement. Combined with the disadvantages of the current cumulative scoring method and theactual situation of the project A of NO.3steel plant in SG GROUP, using fuzzy math andgrey relational analysis, AHP fuzzy grey comprehensive evaluation model was proposed toprovide a quantitative basis for decision making for the tender Evaluation By studyingTypical evaluation methods in the bidding process. For state-owned enterprises, especially state-owned large and medium manufacturing enterprises, this research has a scientificreference Based on reasonable low bid to determine the bid winner in the bill of quantity.
