摘　　要： 五羊本田投资管理科的主要职责是不断地完善固定资产管理流程，以合理的流程规范固定资产的导入。笔者在工作中发现，40/%以上的合同签订时间都超过了流程中“17个工作日内签订合同”的要求。“合同按时签订率”只有60/%。合同能否在规定的时间内签订，会直接影响正常的固定资产导入与效果，笔者将此现象向部门领导进行汇报，部门领导接受“17个工作日”的目标可能需要修改的提案，领导给出了重新制定目标的指示，同时笔者认为目标的设定是项目管理中进度管理一项重要的内容，因此，促成本次的研究课题。 本文首先从五羊本田公司的固定资产管理制度和目标管理制度的出发，重点分析了固定资产管理制度中的合同签订流程，引出合同签订流程中的重点控制指标“合同按时签订率”中目标的设定现状，然后对2009年-2011年的合同签订时间进行了分层的调查分析，得出合同签订的目标时间需要重新制定的结论。 然后，笔者通过发放问卷调查的方式，得到了合同签订过程中各个程序所需要的时间分布，参考2012年的项目投资计划的情况，导入到ARENA仿真和应用到网络计划技术中去，用这两种方式模拟和计算出合同签订优化之后所需要的时间，即为合同签订的目标时间。对目标时间的合理性进行分析，找出了影响合同签订时间的没有考虑到的几个重要因素，最后得出只有采取定量+变量的方式制定出来的目标时间，才具有参考意义。 Wuyang-honda investment management division of the main responsibility is tocontinuously improve the fixed asset management process, with reasonable flow regulatingthe introduction of fixed assets, the author in the work found that more than40/%of the timeis more than the contract signed in the process of “17days of signing the contract”requirements,“contract signed on time rate” only60/%. This paper from the wuyang-honda company's fixed assets management system andtarget management system of departure, and analyses the fixed assets management system inthe process of contract signing, leads the key contract signing process control index 'contractsigned on time rate' target setting present situation, and then to2009-2011years of contractsigning the time the investigation and analysis of the layer, it is concluded that the contractsigning target time need to make conclusions. And then, based on the questionnaire survey way, got the contract signing process eachprogram need time distribution, reference2012project investment plan, imported into theARENA simulation and applied to network planning technique, with the two methodssimulate and calculate the contract after optimizing the time needed for the goal of thatcontract time. Target the rationality of the time, the author finds the influence of the contractwithout considering the time several important factors, and then only to take the variables ofthe quantitative+enacted way of target time, to a reference. The role of this paper is to let us in objectives, schedule, plans a new, when sciencemethods, to let the evaluation also more meaningful, can fully mobilize the staff's workingenthusiasm, avoid to have more much wrong of the error, with a positive performance.
