摘　　要： 自从2005年《京都议定书》正式生效以来，碳金融市场在国外逐渐发展完善，而我国碳金融市场尚处于初级阶段，还没有真正意义上的市场,没有真正意义上的碳排放交易，究竟碳金融是什么？为什么发展我国的碳金融市场？发展我国的碳金融市场存在什么问题？如何发展我国的碳金融市场？面对这些问题我国国内尚无权威机构和人员对碳金融市场中实践的发展进行过系统性的研究和分析。 围绕以上问题本文研究的逻辑结构安排如下：第一章引言，主要提出本文研究的意义、研究的核心问题、研究的思路和论文可能的创新之处；第二章文献综述和文献评述，主要是综述前人研究的成果和本文对其的评述；第三章国外碳金融市场中的发展状况，主要是介绍外国碳金融市场中典型的四个方面的碳金融实践：碳金融制度、碳金融组织、碳金融产品和碳金融体系；第四章我国碳金融市场状况及发展碳金融市场过程中存在的问题；第五章构建我国碳金融市场的政策建议，主要是和国外发展中的碳金融市场相比较，得出应当如何发展我国碳金融市场；第六章结束语，主要总结了西方发达国家发展碳金融的两种模式：先以政府为主导后以市场做基础和先以市场为主导后以政府为基础。 Since the Kyoto Protocol came into force in2005, the carbon financial markethas been well developed gradually beyond the seas. However, the carbon financialmarket in China is still at its primary phase. In fact, there is no real carbon financialmarket and carbon emission trading in China. Facing the issues about what carbonfinance is, why China needs to develop the carbon financial market, what problemswould emerge if China develops carbon financial market and how to develop themarket, no authoritative organization and personnel in China has carried outsystematic research on the development of practice in carbon financial market. Centering on the questions above, the logical structure of this thesis is organizedinto the following chapters. The first chapter is introduction which brings forward theimportance of the research, the core problem of the research and possible innovationsof the thesis. The second chapter is literature review which summarizes theachievements of former researchers. The third chapter introduces four typical aspectsof carbon finance practice in foreign carbon financial market: carbon finance regime,carbon finance organization, carbon finance product and carbon finance system. Thefourth chapter focuses on the problems that exist in the course of developing carbonfinance. The fifth chapter puts forward the policy proposals on how to develop carbonfinance market in our country by comparing the foreign carbon finance practice. Thesixth chapter summarizes two patterns of developing carbon finance in the developedcountries: the first mode is government-dominant and market-based, and the second ismarket-dominant and government-based.
