摘　　要： 在LED大省广东，江门是半导体照明产业起步较早的城市，也是目前全国唯一实现LED产业同城全部配套的地级市，其绿色光源产值约占全省的六分之一。近年来，市政府以超常规措施促进LED产业发展，取得了重要突破，“国家半导体产业化基地”申请已获初审通过。根据规划，2015年江门的绿色光源产业产值将超过500亿元。 在上述背景下，本文将从产业、技术、市场、企业、政府等各方面出发，利用迈克尔·波特的产业竞争力理论和“钻石模型”，分析江门市LED产业、技术的发展现状，侧重于从政府作用与产业竞争力的关系进行分析，从而对该江门市的LED产业竞争力提升提出对策。 通过研究得出结论：江门市LED产业已初具规模，产业发展势头良好。具有如下优势：一是拥有区位优势，产业的基础良好，是国际资本和制造业转移的最佳区域之一，研发、检测、交易及信息发布人才培养平台等优势明显。二是外延芯片技术水平已接近国际先进水平，在国内处于领先水平；下游的封装和应用企业已经形成了一定的集聚效应，有较高的品牌效应和较强的自主创新能力，并形成了较为完备的配套体系。与此同时，江门的LED产业竞争力要进一步提升还存在一定的制约因素：总体研发能力较弱、核心技术研发不足、技术支撑薄弱和缺乏自主知识产权；企业集中度较低，处于分散竞争、粗放型发展状态，企业战略目标不够清晰，呈现出竞争过度、合作不足的局面。 根据研究结论得出促进该产业发展的关键性对策建议：增加科研投入和人才培养，提升企业自主创新能力；推动企业积极参与制定行业标准，努力掌握行业话语权。 Guangdong is a province prosperous in LED industry, within which, Jiangmen developsits own LED industry at an earlier stage and also the only prefecture-level city having acomplete set of LED industry in China. Its output value accounted for one sixth for theprovince. Recent years, the government use extraordinary measures to promote thedevelopment of LED industry, which has obtained lots of important achievement, and thebase of nation semi-conductor industry has passed the first evaluation. The total industryvalue of this industry will exceed50billion Yuan. Based on the above introduction, this paper will use Michael E.Porter’s theory ofindustry competiveness and diamond model to analyze the current development situation ofJiangmen’s LED industry. It will emphasize particularly on the research of relationshipbetween government function and industry competiveness, accordingly, a strategy about howto improve the competiveness ofJianmen’s LED industrycanbe proposed. The conclusions are: Jiangmen’s LED industry has developed into a relative big scaleand will develop better in the future. The industry has the following advantages: firstly,excellent location and industry foundation make Jiangmen one of the best place for transferof international capital and manufacture industry, and Jiangmen is advantaged in R/&D,detection, trade and information release and human resource cultivation. Secondly, thetechnology of epitaxial chip has reach a world-advance level, and leading domestic level; thelower package and application firms have formed agglomeration effect, which has relativehigh band effect and independent innovation ability. In addition, the advance of Jiangmen’sLED industry is also facing some challenges: lower comprehensive R/&D ability, lacking theability of key technology, weak in technology support, and lacking independent innovation;lower industry agglomeration level, unclear strategic goal of firm development, excessivecompetition and scant cooperation. The suggestions are: increase scientific research investment and strengthen personneltraining, and advance independent innovation ability; encourage more firms to set up theLED industry standard.
