摘　　要： 本文以科学发展观为研究指导原则。科学发展观第一要义是发展，核心是以人为本，基本要求是全面协调可持续性，根本方法是统筹兼顾，它指明了进一步推动中国经济改革与发展的思路和战略，明确了科学发展观是指导经济社会发展的根本指导思想。 中国-科威特合资炼油化工一体化项目/(简称中科炼化/)，从广东多城争夺到落地广州南沙，从备受环保争议到迁址湛江东海岛，6年来，环保始终是个敏感话题。因此，大型工程建设项目的环保开发运营就成为了当前迫切需要研究的课题。 广州南沙作为生态脆弱区和环境敏感区，应避免建设污染物排放量大的项目，如大型炼油石化基地和钢铁基地等。湛江具备区位优势、环境容量、深水良港和管道运输的四大竞争优势。在湛江东海岛上特大石化项目的环保条件得天独厚。 研究认为，中科炼化项目从广州南沙区迁址到湛江东海岛，必须要严格按法定环评程序来过。 本文在研究湛江中科炼化项目选址环保可行性的同时，通过大量的实地市场调查，充分分析湛江东海岛的环保现状、优势条件和对环境的承载力，借鉴国内外成功石化建设项目的宝贵经验，从环保的角度出发，结合中科炼化项目的实际情况，对本项目开发提出了详尽的环评分析和结论，并对中科炼化项目具体环保开发操作提出了专业性的环保思路和对策建议。 Based on the scientific development view as the research guiding principle. Thescientific outlook on development takes development as its essence, the core ispeople-oriented, basic requirements is comprehensive, coordinated and sustainable andoverall consideration as its fundamental approach, it pointed out the us further promotingChina's economic reform and development of thinking and strategies, the scientific concept ofdevelopment is the fundamental guiding economic and social development guidelines. China-Kuwait joint refining/&chemical integration project /(hereinafter referred to asthe refining/), from the city to the ground in battle, from nansha environmental dispute hasmoved to the east island of zhanjiang, six years, environmental protection is always asensitive topic. Therefore, the large-scale engineering construction projects of environmentaldevelopment operation will become the urgent need of research. Guangzhou nansha district and ecological fragile as MinGanOu environmental pollutants,should avoid to construction of large projects, such as oil refining and petrochemical basesteel base, etc. Zhanjiang with geographical advantage, environmental capacity, deep waterharbor and pipeline four competitive advantage. East island of zhanjiang, especially in theenvironmental conditions of petrochemical projects. Studies suggest that zhongke refining project from guangzhou nansha district east islandof zhanjiang moved to, must strictly in accordance with the legal procedures to the eia. Based on the research of zhanjiang zhongke refining project location feasibility ofenvironmental protection, through a large number of field investigation and analysis of themarket of east island of zhanjiang fully environmental status, advantages and environmentalbearing capacity,petrochemical construction project success at home and abroad, the valuableexperience from the Angle of environmental protection, and combining the actual situation ofthe refining project, project development put forward the detailed analysis and conclusions,and the eia for specific environmental development division refining project put forward ideasand countermeasures of environmental protection professional advice.
