摘　　要： 海洋渔业是珠海市大万山岛传统的优势产业和支柱产业，其发展关乎海岛社会的长期稳定和经济的繁荣向上。近年来，由于过度捕捞、海洋环境的污染等诸多因素，渔业资源持续衰退，渔汛、虾汛已不复存在，海岛渔民渔业经济效益急剧下滑，渔民生活陷入窘境。新形势下，加快渔民转产转业步伐成了改善海岛渔民生产、生活状况的重要工作之一。 本文运用调查法、比较研究法法，文献研究法等多种研究方法，通过对珠海市大万山岛渔业发展基本情况的概述，从大万山岛渔民转产转业背景入手，指出海岛渔民转产转业是海洋渔业严峻形势的必然产物。通过解读大万山岛渔民现阶段实施转产转业政策的实际情况，阐述渔民在转产转业过程中面临的一系列困难和问题，并从可持续发展和产业结构演变两个方面对渔民转产转业问题进行理论思考，借鉴国外渔民转产转业实践经验，结合大万山岛渔民转产转业发展实际，从渔民主观思想、政府政策制度保障、渔民转产转业方向等方面入手，为大万山岛渔民转产转业道路提供切实可行的政策、措施、办法指引，以期在未来为推动大万山岛渔民转产转业工作进程发挥作用。 Marine fishery is the advantage industry and traditional pillar industry of DaWanshan island in Zhuhai, the development concerns island society's long-term stabilityand economic prosperity upward. In recent years, due to overfishing, Marineenvironmental pollution, and many other factors, the fishery resources slump,catching season, shrimp season has ceased to exist, the islands fishermen fishingeconomy benefit sharply declining, life struggling fishermen. Under the new situation, tospeed up the pace of improvement over the fishermen demobilized became islandproduction, life situation fishermen one of the most important work. In this paper, use the method of investigation, archival research and comparativeresearch, through the Zhuhai Da Wanshan island fisheries development basic situationthe paper, from the big island hills over the background of fishermen, and points out thatthe island is transferred over the fishermen Marine fishery the inevitable outcome of thesituation. Through the understand the big island at hills over the implementation of thepolicy switch fishermen's actual situation, this paper expounds the fishermen in theprocess of civilian work over the face of a series of difficulties and problems, and fromthe sustainable development and the evolution of industrial structure in two aspects ofthe fishermen demobilized problems over the theory thinking, compare and foreigncivilian work practice over the fishermen experience, with Da Wanshan island over theactual development demobilized fishermen, from fishermen subjective thought, thegovernment policy system, fishermen over the direction of the civilian work for theisland all over the fishermen demobilized road provide practical policies, measures andguidance to, in order to the future, to push for the big island hills over the fishermendemobilized work process play a role.
