摘 要: 面临日益激烈的竞争压力和变化多端的市场发展趋势,创新能力不足已经成为制约我国许多地方旅游业持续发展的瓶颈。要实现更大的市场效益,增强旅游产业的竞争力,旅游业必须走上创新驱动、内生增长的发展轨道,进而通过对产业创新能力的培育和发展来实现产业提升目标。旅游业创新能力是旅游业将旅游资源、科技知识转化为新产品、新工艺、新服务的能力,是旅游业创新投入与产出的总体水平;对旅游业创新能力的衡量可以通过指标体系的构建和测算来实现。 本研究在明晰创新、创新能力、旅游业和产业创新能力等相关概念的基础下,对旅游业创新能力进行了界定。进而基于对创新与经济增长理论、创新系统理论、服务业创新理论和旅游可持续发展理论的理解,分析了旅游业创新的特点和旅游业创新能力特质,构建了主要由五大模块构成的旅游业创新能力结构模型并对相应的旅游业创新能力五大构成要素进行了阐释。研究中以旅游业创新能力的结构模型为基本框架,以旅游业创新能力五大构成要素为主要指标模块,构建了“5-13-32”比例层次的三级测评指标体系并通过层次分析法确定了指标权重。本研究采用模糊综合决策法对广州和深圳2000年至2009年的旅游业创新能力进行了综合测算,并得出两地10年间相应指标的测算结果和隶属等级,进而对广深两地的测算结果分别进行了纵向指标发展分析、横切年份对比分析、综合评价结果分析以及最后的广深旅游业创新能力发展的对比分析。 本研究的创新点主要体现在以下两个方面:(1)系统构建旅游业创新能力指标体系;(2)综合测算并分析了广深两地旅游业创新能力10年纵向演变过程及两个城市的差异。 Face increasingly intense competitive pressures and changing market trends, lack ofinnovative capacity has become the bottleneck of restricting the sustainable development oftourism in China. To achieve greater market efficiency, and enhance the competitiveness oftourism industry, tourism industry must embark on a innovation-driven、endogenous growthdeveloping track, and then through the cultivation and development of industrial innovation toachieve the industry goal of ascension. Tourism innovation ability is the capabilities that theindustry turns tourism resources, scientific and technological kowledge into new products,new sevice; it is the overall level of tourism innovation inputs and outputs; tourism innovationability can be measured through the Index System and estimates. In the study, on the basis of distinguishing the connotations of innovation and inovativeability, under the continuation of the concept of tourism and industrial innovation ability,tourism innovation ability was defined. Then based on the understading of innovation andeconomic growth theory, innovation theory and the service sector innovation theory, the studyanalyzed the features of tourism innnvation and toursim innovtion ability characteristics, builta structural model of tourism innovation ability of five modules and explained the fiveelements of tourism innovation ability. Put the structural model of tourism innovation as thebasic framework, and the five elements of tourism of toursim innovation ability as the mainindicator module, the stduy built a “5-13-32” proportional formation /(“5-12-30was selectedin the practical application/) three level evaluation index system and determined the indexweight through the weight through the analytic hierarchy process. This study measured thetourism innovation ability of Guangzhou and Shenzhen from2000to2009with fuzzycomprehensive appraisal; and obtained results and levels of the crresponding indicators in the10years, then analyzed the results in different dimensions.
