摘　　要： “花城”作为广州一个具有历史意义的独特的符号，却由于城市化的快速发展，而逐渐淹没在现代文明的浪潮之中。与其相关的花卉产业链也面临同样的问题。“盛会改变城市，主办权就是发展权”。在全球化趋势的影响下，世界各大城市在更大空间尺度上面临各种机遇和挑战。在这场城市发展竞赛中，为了提升自身在世界城市群中的竞争地位，都积极地申办世界园博会。借助园博会为营销工具，调动各方面资源的能动性，减少矛盾，使得正常政策手段下难以建成的大型项目得以实现，从而加速城市发展进程，促进城市发展战略目标的实现。全球化的背景也为广州提供了一个面向世界的舞台。在后亚运时代，广州有必要利用世界园博会这个城市发展的触媒，争取再一次获得全新的发展机遇。本策划研究提出通过会展效应启动广州花地河两岸的城市开发建设进程，优化与其相关的花卉产业链结构，带动整个城市乃至周边地区的社会、经济的发展，最终目的是实现“建设具有岭南特色的现代化国际大都市”的城市发展战略目标，打造名副其实的“花城”。 本文以在广州花地河两岸举办世界园博会为线索，系统地梳理了园博会的概念、办会要求及其运作方式，调研、分析了历届园博会经典案例的办会情况，总结出适合广州办会的策略（生态文明建设引导城市发展）与模式（会展场地后续利用规划前置），提出将会展场地后续利用与城市发展目标相结合，对城市资源进行整合与优化，以及对城市环境进行综合治理，企图实现办会与城市开发双赢。文中对广州办会的选址、对象、目的、意义、必要性、策略、模式及规模、场地建设及运营过程、投资与收益、对环境的影响等做了充分的分析探讨，对办会的可能性进行了评估。希望本 'Flower City is a historic symbol in Guangzhou has gradually died off with the tide of moderncivilization as a result of the rapid development of city, similar to the associated flower industry chain.Event changed city environment and hosting right means development right. With the help of GardenExposition they can mobilize resources initiative, reduce contradictions and realize large projects undernormal circumstance which are difficult to do, thus accelerate the urban development process and promotethe development of urban strategic ealized. The background of the globalization also provides a world stagefor Guangzhou. In the era after Asian Games, It is necessary for Guangzhou to gain a chance to improvehighly by hosting Garden Exposition. The study proposed a plan to prompt the urban development on bothbanks along Huadi River, optimize the process of construction through the effect of exhibition, optimize thestructure of related flower industry chain, and drive the development of society and economy of the wholecity and the surrounding areas. The ultimate aim is to realize the goal of constructing a moderninternational metropolis with Lingnan Characteristics and worthy of the honor of 'flower city'. Taking the Garden Exposition hosted in the Guangzhou Huadi River as a clue, the author conducted asystematic study of the Fair Park concept, the requirement for hosting Garden Exposition, and its operationmode. The author also investigated and analyzed the classic cases of the previous Garden Exposition, andsummed up a strategy that ecological civilization construction guides city development and a modepreplanning the exhibition venues for subsequent use for the Guangzhou Office, Meanwhile, the authorpointed out that the subsequent use of Convention and exhibition space should be combined with thetarget of urb
