摘　　要： 公路建设是国家重点发展的领域。为保证公路工程的质量，一般采用“企业自检，社会监理，政府监督”的质量管理模式。 我国的工程监理制度经历了从引进、吸收、发展、全面推行四个阶段，每个阶段都有不同的特点。国际上将工程监理定义为工程组织管理，随着国际社会技术经济水平的发展，建设工程业主的需求也在不断变化，总的趋势是希望简化自身的管理工作，得到更全面、更高效的服务，达到既定的建设标准，更好地实现投资目标。随着工程监理制度的推行，国家颁布了一系列法律、法规、条例。明确了工程监理在工程建设领域的法律地位，以及监理人员的权力与义务。 近二十年来，我国建设工程监理市场经历了一个从无到有、从无序到有序、从不完善到逐渐完善的过程，对提高我国建设管理水平、完善和规范建筑市场、确保工程质量、有效利用建设资金起到了重要的作用。但我们同时也应看到，目前工程监理市场还不够成熟和规范，一些发展中的问题和认识上的障碍阻碍着工程监理市场的快速发展。主要有：工程监理市场行为有待规范，业务相对单一，市场空间狭小，服务质量不高，缺乏社会信誉，工程监理取费低，影响工程监理企业的发展，工程监理行业技术创新能力比较低。 通过对监理理论与相关法律体系的学习与研究，对监理制度有了更深刻的认识和理解。并以具体的工程项目为依托，对公路工程监理制度进行具体运用。监理目标的确定，组织机构的设置，资源的配置，各级监理人员职责和权限的划分。通过制定完善的工作制度和监理程序，对工程实施全方位的监理，使工程质量、进度、费用、合同管理、安全环保得到有效控制。取得了良好的效果。 本研究主要解决了以下几个问题：通过规范监理企业自身的行为，探讨了对监理市场行为规范的方法。通过对国、内外工程监理制度的学习、研究，提出了监理业务拓展的方向。通过具体工程实践，制订了一系列标准化监理组织方法和工作程序，提高了监理服务水平，提高了监理社会信誉。对监理取费低，技术创新能力不足等问题提出了实行项目建设总承包制和推行代建制的设想。 The expressway construction is the national focus on the development of the field. Inorder to ensure the quality of expressway engineering, generally use the 'enterprise self,social supervision, government supervision,' quality management mode. Our engineering supervision system has experienced from the introduction, absorption,devel o pment, the full implementation ofthe four stages, each stage has differentcharacteristics. The project management is defined as the project organization management,alon g w ith the international community to the technical and economic level of development,construction project owner needs are constantly changing, the general trend is that simplifythe management work, more comprehensive, more efficient services, to achieve theconstruction standards, the better to achieve investment objectives. With the engineeringsupervision of the implementation of the system, the state promulgated a series of laws,regulations, rules and regulations. The engineering supervision in engineering constructionfield's legal status, as well as the rights and obligations of supervision personnel. Come nearly twenty years,our country construction project supervision market hasgone through a scratch, from disorder to order, from imperfect to perfect course gradually,our countr y to improve the construction level of management, improve and standardize theconstruction market, ensure project quality, effective utilization of construction funds playan important role. But we also should see at the same time, the current engineeringsupervision market is not mature and norms, many problems and barriers hindering the rapiddevelopment of engineering supervision market. Mainly include: engineering supervisionmarket behavior should be standardized, business is relatively onefold, market space isnarrow, service quality is not high, the lack of social credibility, engineering supervision feeslow, infl uence of engineeringsupervision enterprise development, engineering supervisionindustry technology innovation ability is relatively low. Through the theory of project management and the legal system related to learning andresearch, the supervision system has a more profound knowledge and understanding. Andwithspecific projects as the basis, to the expressway engineering supervision system forspecific application. Supervision objectives, organization, resource allocation, at all levels ofsupervision personnel duty and the division of authority. Through the establishment ofperfect system of work and supervision procedures, the implementation of the projectall-around supervision, make project quality, progress, cost, contract management, safety and environmental protection control effectively. Achieved good results. This research mainly solves the following problems: through standardizing thesupervision enterprise oneself behavior, discusses the supervision market behaviorspecifi cation m ethod. Through the country, both inside and outside the engineeringsupervision system of learning, research, put forward inspect manage business developmentdirection. Through specific engineering practice, formulate a series of standardization ofsupervision organization method and working procedure, improve the management level ofservice, improve the supervision of social credit. On the supervision fees low, lack oftechnological innovation and puts forward a project construction general contracting systemand carry out acting organizational system.
