摘　　要： 产业转移工业园是实施双转移战略的重要载体，对广东实现全面、协调、可持续发展具有重要意义。但一些产业转移工业园由于策略不对路、工作人员专业素质不高等原因，招商引资的效果不甚理想。为此，我们有必要对产业转移工业园的招商引资问题加以专门研究，以找出问题症结之所在，并提出解决对策。本文以招商引资理论和竞争战略理论为指导，将迈克尔·波特的竞争理论予以扩展并加以应用，针对盐田（东源）产业转移工业园的发展概况，以其招商引资过程中存在的问题为导向，深入分析盐田（东源）产业转移工业园在当前形势下面临的竞争态势，指出政府、目标企业和承建企业、其他产业转移工业园以及服务组织是盐田（东源）产业转移工业园发展的博弈力量。在此分析其面临竞争态势的基础上对产业转移园进行准确定位，提出相应对策建议，力求为盐田（东源）工业园的高效招商引资献以绵薄，促进产业引进和产业园的发展。 笔者认为，盐田（东源）产业转移工业园应该在科学认识自身实际和需要特性的基础上，抓住广东省大力推进产业转移以及国家积极发展太阳能光伏产业的机遇，通过聚焦战略、充分发挥自身优势，与广东省其它产业转移园进行错位发展，做大做强硅产业和新型环保陶瓷等新型材料产业，引进和培植一批上下游产业链完整、产业集聚度高的内资大企业大集团，科学规划园区，采取市场化运作，多渠道融资，创新招商引资方法，进一步完善基础设施建设，营造特色产业园，为产业迁入创造有利条件。 本研究不但有利于丰富产业转移工业园招商引资研究的理论内容，为其政府提供理论支持，对其他产业转移工业园的招商引资工作也有着积极的参考价值。 Industrial Transfer Park is an important carrier of the double shift strategy to achieve acomprehensive, coordinated and sustainable development of great significance. In this paper,the theory of investment theory and industrial park development theory, Michael Porter'scompetitive theory be expanded and applied overview of the development of Yantian/(Dongyuan/)Industrial Transfer Park, with its investment process, the problem-oriented,in-depth analysis Yantian /(Dongyuan/) industrial Transfer Park in the current situation facingthe competitive situation, and industrial Transfer Park accurate positioning of thecorresponding countermeasures and suggestions, and strive to efficient investment of theindustrial park for Yantian /(Dongyuan/)attract investment offered to the mite. I believe that, Yantian/(Dongyuan/) Industrial Transfer Park in the scientificunderstanding of the basis of their actual need characteristics, seize the Guangdong Provinceto vigorously promote the opportunities of industrial transfer and the state is activelydeveloping solar photovoltaic industry, through the differentiation strategy, fully play to theirstrengths and dislocation development, and the Guangdong Province industrial Transfer Park,bigger and stronger silicon industry and the new green ceramics and other new materialsindustries, to introduce and nurture a number of the downstream industry chain is complete,the industrial agglomeration and high domestic-funded enterprises Group, science parkplanning, and adopt market-oriented operation,multi-channel financing to increase investment,innovation and investment method, to further improve infrastructure, create a characteristicindustrial parks to create favorable conditions for the industry to move to. This study not only the rich industrial transfer the theoretical content of the industrialpark to attract foreign investment for its government to provide a reference, other IndustrialTransfer Park's investment has a positive significance.
