摘　　要： 社会保障/(social security/),是指国家和社会在通过立法对国民收入进行分配和再分配,对社会成员特别是生活有特殊困难的人们的基本生活权利给予保障的社会安全制度。社会保障的本质是维护社会公平进而促进社会稳定发展。 本研究拟立足社会性别理论研究视角,运用定性分析与定量分析相结合的研究方法,探讨湖南妇女社会保障的现状以及发现存在的一些客观问题,试图构建一套完善妇女社会保障权益的对策方案,为构建社会主义和谐社会的核心价值观的最终确立做出贡献。根据不同市区、不同年龄、不同民族、不同教育程度、不同城乡地域等,本研究抽取1300名湖南女性。我们的研究范围涉及到社会保险,社会福利等方面的内容,其中社会保险中的养老保险、失业保险、生育保险、医疗保险等占了大部分。 实证研究结果表明：社会保障制度的覆盖范围与发展水平,与经济发展、都市化和政治代表性指标等都有很密切的关系,但是社会保障制度所覆盖的人口范围,则与该社会经济发展水平具有高度的关联。湖南女性的社会保障包括了养老保障、医疗保障、失业保险、工伤保险、生育保障、及其它的福利待遇保障等,在享受过程中不同项目的享受状况具有不平衡性。湖南女性由于其具有不同年龄、不同民族、不同教育程度、不同城乡地域、不同家庭人口状况,由于基本情况不同,她们享受的社会保障状况也是不同的。 由于影响湖南女性社会保障问题的因素是多方面的,本研究重点讨论了湖南女性的基本情况、社会保障项目分类与湖南女性社会保障权益状况之间的关系。 Social security, a kind of the social security systems, refers to the distribution and redistribution of national income by the state and society through legislation to ensure citizens' basic rights of living, especially to guarantee the rights of those who live with special difficulties. The nature of social security is to safeguard social fairness and thus contribute to social stability and development. This study, from the angle of gender theory research, will discuss the current situation of women's social security in Hunan province and explore the problems existed through the way of both qualitative analysis and quantitative analysis. Meanwhile, it will also tries to find an approach to building a complete social security system for women and helps to make contribution to the establishment of the core values of a harmonious socialist society. Based on different ages, different nationalities, different levels of education, different urban and rural geographic areas, our research samples1300women. This research involves social insurance, social welfare and other aspects; while social insurance, pension insurance, unemployment insurance, maternity insurance, medical insurance account for the majority. The empirical research results showed that:Coverage and level of development of the social security system are very closely related with economic development, urbanization, and political representation indicators, but the range of the population covered by the social security system, has a high degree of correlation with the social and economic development. Hunan women's social security including pensions, medical insurance, unemployment insurance, industrial injury insurance, maternity protection, and other benefits to protect, because of the difference of the status, the process of enjoying different projects shows imbalance. Due to their different ages, different nationalities, different levels of education, urban and rural geographical, different family population situation, the basic situation is different, the social security situation of Hunan women is also different. Factors affecting the Hunan female social security issues are various, this study focused on the relationship between the basic situation of women in Hunan, social security categorization, and the Hunan female social security rights situation.
