摘　　要： 随着社会主义市场经济体制的建立和不断发展，我国社会经济发展水平明显提高，而建立与经济发展水平相适应的农村社会保障制度，是全面建设小康社会和建设和谐社会的重要内容，是迫切需要破解的难题。改革开放30多年来，甘肃省整体经济社会的快速发展，促进了农村地区的巨大变迁，改变了甘肃省农村社会保障的旧有环境和供给条件，也提高了农民群体对制度的需求意愿。同时，甘肃省是全国贫困率较高的省份之一。按照2010年农村贫困人口标准（1274元），截止2010年底，甘肃省贫困人口为310万人，贫困发生率为14.86/%，农村贫困问题十分严峻。因此，无论从经济条件抑或社会条件来看，建立健全甘肃省农村社会保障制度的需求日益迫切，条件逐步具备。在建立和完善农村社会保障制度体系的过程中，政府应当充当什么样的角色、发挥 怎样的职能作用以及与其他责任主体之间如何进行分工合作，这些问题的研究对甘肃省农村社会保障制度的建设有着重要的理论价值和实践指导意义。本文在政府职能理论和公共产品理论的框架指导下，运用文献法、定性分析、归纳 分析和实证分析法，以甘肃省新型农村合作医疗、新型农村养老保险和最低生活保障制度运行中产生的问题为切入点，重点剖析了甘肃省农村社会保障制度建设中涌现出各种问题的原因，并给出相应对策。本文分为五个部分。第一部分，阐明了文章的研究背景和意义，对国内外研究现状 进行了介绍，说明了本文的研究内容、研究方法，阐述了本文研究的理论依据。第二部分，以对甘肃省农村医疗保险、农村养老保险和农村最低生活保障制度的发展历程和发展现状的介绍为依托，简要分析了各个发展阶段中，政府角色的变迁和政府职能情况。农村社会保障项目实施过程中呈现出的问题，其本质上，体现的是政府角色的缺失和职能的缺位，因此，在文章的第三部分，研究新型农村合作医疗、新型农村养老保险和最低生活保障中的问题，主要包括资金投入不足、保障范围较小、保障标准偏低等。第四部分，以政府角色和政府职能的发挥为切入点，深入分析产生问题的原因，即政府在宣传、财政投入方面存在角色缺位；在职能发挥中存在政府间责任划分不明，政府与社会组织间合作有限等。第五部分，针对以上分析的问题，对症下药，提出解决甘肃省农村社会保障问题的对策建议，以期完善农村社会保障制度，改善甘肃省农村社会保障现状。 With the establishment and development of the market economic system, the level of our social and economic is improved deeply. The establishment of rural social security system that compatible with the level of economic development is not only an important part of building a well-off society and building a harmonious society, but also a problem needed rapid crack. After30years of reform and opening up, the great changes of China's overall economic and rural areas has altered the old environment and supply conditions of the rural social security system, also changed the Farmers' groups wishes for system needs. In terms of the economic conditions or the conditions of political, the demand for establishment and improvement of the rural social security system is increasingly urgent, at the same time, the rural poor standards in2010is increased to1274yuan, in according with this standard, there are still310million poor people in Gansu Province, and the poverty incidence rate is14.86/%, so, Gansu is one of the provinces with higher poverty rate, as a result, we are provided with the conditions to set up it. In the process to establish and perfect the rural social security system, the study of these problems, such as how could the government act a role, how the government to play a role and how to cooperate with the other subject, has an important theoretical value and practical guidance effect on clear and change the government role and functions in the rural social security system. In this paper, the framework under the guidance of the theory of government action and public goods theory, using literature, qualitative analysis, inductive analysis and empirical analysis, taking the government roles and functions of the rural social security system in Gansu Province as the object of study, the paper research the resource of government misconduct and the lack of government functions and the transformation of government functions, where lines in the rural medical insurance, old-age insurance in rural areas and rural minimum living standard security system for the supply and operation of Gansu Province. This article is divided into five parts. The first part, clarified the background and significance of paper topics, introduced the home and abroad study, explained the research methods and content, described the theoretical basis for this study.The second part developed process and the introduction of the development status of Gansu Province rural medical insurance, endowed insurance in rural areas and rural minimum living standard security system as the basis, briefly analyzed the role of government changes and government functions in the various stages. The rural social security project implementation process presents a problem, by its very nature, reflecting the lack of government role and the absence of the functions. Therefore, the third part in the article. Described main problems in the new rural cooperative medical care, the new type of rural endowment insurance and the subsistence allowances, including insufficient capital investment, the small coverage, low security standards and so on. Part Ⅳ, taking the role of government and government functions as the starting point, in-depth analysis of the causes of the problems, that is government propaganda, the absence in financial investment; the division of responsibilities between the Government is unknown, and limited cooperation between the government and social organizations. Part Ⅴ for the above analysis, the right remedy, put forward suggestions to solve the problems of rural social security, in order to improve the social security system in rural areas, improve rural social security status quo.
