摘　　要： 近年来,为积极适应社会信息化的发展趋势,公安部决定全面实施“金盾工程”二期建设,并以此为契机,加快推进公安信息化建设? 在此背景下,如果要解决长期存在于刑事技术工作中的一些现实问题,就要以刑事技术管理信息化为切入点,实现刑事技术工作跨越式发展。刑事技术资料管理系统主要解决刑事技术管理员在日常的刑事技术管理工作中处理各种信息的管理问题。通过合理的系统设计,科学的管理过程,实现技术卷宗、物证、委托书、鉴定书和技术设备的程序化,标准化,从而提高工作效率。 本文分析了刑事科学技术管理系统的开发背景以及国内外研究发展现状;简要描述了系统需要解决的主要问题;概要描述了系统的整体业务状况和系统的技术需求以及业务详细需求;详细介绍了系统总体设计、软件架构设计和系统的功能实现等,并对系统所采用的关键技术进行了分析和研究。 系统主要分为七大模块解决刑事技术管理工作中的七种管理部分分别为:现场信息管理、物证信息管理、委托书管理、鉴定书管理、技术装备管理、并破案信息管理、技术发挥作用信息管理。 通过建模,需求分析,数据库设计,程序编写设计完成刑事技术资料管理系统,实现程序的安全有效的运行。 In recent years, to actively adapt to the development trend of society informationization, the Ministry of public security decided to carry out the second phase construction of the "Golden shield project" and took this opportunity to accelerate the construction of public safety informationization. Under this background, to solve those long existing practical problems in criminal technical work, the criminal technical management informationization becomes the key to achieve leap-forward development in criminal technical work. The scientific and technical criminal information management system is created under this context with the system design objective to relieve criminal technical management personal from the tedious manual work. The criminal technical information management system primarily solves various information processing and management problems encountered daily by the criminal technical management personal. With a rational system design and a scientific management process, the programnization and standardization of criminal technical files, material evidence, critical standing order, forensic evidence checkout amanuensis and technical equipment is accomplished to improve work efficiency. This paper analyzed the development background and the current research and development condition of criminal technical information management system at home and abroad, briefly described the main problems to be addressed by the system, generally presented the business conditions, technical demand and business needs of the system, introduced in detail the overall system design, software architecture design and the function realization, etc., and also fully explained the resolution of key issues of the system. The system is mainly divided into seven function modules to address seven criminal technical management areas as follows: crime-scene information management module, material evidence information management module, critical standing order information management module, forensic evidence checkout amanuensis information management module, technical equipment information management module, case-solving information management module and technology utilization information management module. After modelization, demand analysis, database design and program development, the criminal technical information management system was completed, executed effectively without glitches.
