摘　　要： 本论文利用问卷调查、文献资料、专家访谈、数理统计等研究方法,并综合体育学、社会学等学科知识,在此基础上对辽宁省公益性社会体育指导员现状分析,发现公益性社会体育指导员运行机制存在的问题,并对这些问题进行分析,提出完善公益性社会体育指导员的一些合理化建议,以供辽宁省体育管理部门参考,为实现辽宁省公益性社会体育指导员整体素质的提高和管理的有序性、科学性提供依据,寻求其发展壮大的有效途径。 研究结果: 1.辽宁省公益性社会体育指导员总体数量优势明显,队伍质量较差,在队伍建设上存在性别比例失调、职业结构不太合理、年龄老年化严重等问题。 2.辽宁省公益性社会体育指导员在指导工作中指导率高、但存在场地器材不足等问题。 3.辽宁省公益性社会体育指导员的培训工作存在培训形式分级不分类、培训内容实效性差、培训时数少、培训手段单一等问题。 4.辽宁省公益性社会体育指导员管理工作中主要存在没有统一的专门管理机构、缺乏有效的监督机制以及法律法规体制不健全等问题 建议: 1.政府加大对辽宁省公益性社会体育指导员队伍建设的投入力度,加强宣传,建立激励机制,鼓励吸引更多高素质人才的加入,提高队伍质量,优化队伍结构。 2.完善辽宁省公益性社会体育指导员的培训制度,建立有效的培训体系,设置合理的培训内容和时数,改进培训形式,有针对性、系统地进行培训,提高培训的实效性。 3.完善辽宁省公益性社会体育指导员的管理制度,设立专门管理机构,加强对公益性社会体育指导员的监督和管理。 This article applies quotation materials, professor meeting, questionaire, data analysis and comparison etc. Besides, it uses science knowledge such as PE, sociology under which circumstances the researches are implemented on the provincial social sports instructors. It provides scientific and ordered proof to realise the enhancement of the quality of the personnel and management. The research shows: 1.The priority of the number of Liaoning charitable social sports instructors is obvious while the quality is low, and there is a disproportion in geder and unreasonable design in occupation structure, the aging problem is harsh. 2.There is high effeciency in the work of Liaoning charitable social PE instructors, but the facility is ineffecient. 3. Liaoning charitable social PE instructors have levels with no different grades in the training process, the training effeciency is low, the training time period is short and there is single training method only. 4.There is no specialised manegement agency in Liaoning charitable social PE instructors, there is a lack of surpervision institution and legal system etc. Suggestions: 1.The government should pay more attention to the instructor team, enhance propaganda and encourage more qualified people to participate in the team to improve the team structure. 2.To make the training system better, the government establish an effecient training system and set a reasonable trainig content and timetable to make a higher effeciency. 3.To beautify the management of social PE instructors, set specialised management system, enhance the supervision and management.
