河北南网输电能力分析及其风险评估

摘  要: 随着我国电网的快速发展,跨区域、特高压电网的建成,远距离输送电能成为我国电网发展过程中的主要特点。2010年河北南部电网与周边电网的联络线达到17条,华中电网穿越河北南网向京津唐电网送电和京津唐电网穿越河北南网向山东电网输送电,形成了南电北送和西电东送的格局,因此河北南网成为华中电网、京津唐电网和山东电网重要的输电走廊。 但是由于历史等诸多方面的原因,河北南网输电网也存在“卡脖子”现象。由于提高输电网络的输电能力将会带来可观的经济效益和社会效益,因此对于跨区互联电力系统来说,如何在安全稳定的前提下,充分利用现有的输电网络传输更多的电能从而满足市场需求是亟待解决的课题。 本文从规划运行角度,通过使用更加实际的考虑配电网的综合负荷模型SLM/(Synthetical Load Model,简称SLM/)来进行河北南网的仿真计算,从而进一步提高仿真的准确程度,对挖掘河北南网输送潜力,保障河北南网安全、可靠、经济运行具有重要意义。 本文根据河北南部电网的实际情况,对SLM进行了结构分析和参数的灵敏度分析和适应性研究,提出理论等值和仿真验证相结合的参数确定策略。采用SLM代替经典符合模型CLM/(Classical Load Model,简称CLM/),并进行N ? 1和N ? 2暂态稳定对比,发现SLM在河北南网具有较好的适应性和准确性。 本文采用两种负荷模型/(CLM和SLM/)对河北南网关键输电断面上的极限输电能力进行了对比分析,通过使用与实际更加贴近的SLM,得到了与实际更加接近的结果,避免了规划上的“冒进”和运行上的“保守”,这对于规划和运行部门具有很大的实际意义。 文章最后使用蒙特卡洛法对负荷模型参数对于关键断面上的输电能力的影响和电网安全性的影响进行了抽样分析,建立了风险指标来计算负荷参数的不确定性对输电断面的功率极限的影响。 With the rapid development of the China's power grids, cross-regional, special high-voltage power grids are built, long-distance electricity transmission becomes the main features of the development process. In 2010, Hebei Southern Network contacted with the surrounding grid lines reaches 17, the Huazhong power grids across the Southern network to Beijing-Tianjin-Tangshan power grids, The Beijing-Tianjin-Tangshan power grids across the Hebei Southern Network to Shandong power grids, forming the power comes north to south and west to east pattern, so the Hebei Southern Network becomes the major transmission corridors of the Huazhong ,Beijing-Tianjin-Tangshan and Shandong power grids. But due to historical and many other reasons, there is congestion in transmission grids. Improving the transmission capacity of transmission lines will bring considerably economical and social benefits.Therefore, for large interconnected power system, how to secure stability and make full use of the existing transmission network to transmit more power to meet the market demand is one of the issues to solve. This paper runs from the planning point of view, by using a more practical load model that considers the distribution network for the simulation of Hebei Southern Network, which will more accuracy, it is also of great significance to excavate potential transmission capacity of network in Hebei Southern Network and secure the power grids reliable and economy. According to the actual power network of Hebei, this paper analyses the structure of the SLM and sensitivity of the parameters and their adaptability. It proposes the method of combining equivalent of synthesis and simulation to determine parameters. By replacing CLM with SLM and comparing the N-1 and N-2 transient stability, the SLM has good adaptability and accuracy in Hebei Southern Network. This paper compares the key transmission lines on the transmission capacity limits in Southern Hebei by adapting the CLM and the SLM, by using the more actual model, we obtains a more actual results, so as to avoid "aggressive" on scheduling and "conservative " on operating, which holds a great practical significance for the planning and operation departments. Finally, the load model parameters which affect the transmission capacity on a key lines and network security were analyzed by using the Monte Carlo methods,it establishes indicators of risk to calculate the impact of the transmission limits which was affected by the uncertainty of load parameters.
