高校后勤社会化用工制度研究

摘  要: 随着我国高校后勤社会化改革的不断推进,高校后勤社会化用工制度改革也取得了一定的成就:计划经济体制下形成的僵化的劳动用工制度被破除,基本实行聘用制或劳动合同制;注重引进高层次人才,职工队伍结构有所优化;初步建立起培训制度,部分提高了后勤职工的素质;逐步建立新的分配制度,后勤职工积极性不断激发。但是,后勤社会化用工政策缺乏、用工方式混乱、劳动关系不平等、后勤人员素质不高、管理水平和效率低下等问题并没有得到根本上的改变。同时,随着高校扩招力度的不断加大、事业单位人事制度改革的全面铺开和《劳动合同法》的深入实施,高校后勤社会化用工制度将会面临更多的新情况、新问题。这些问题如果得不到重视和解决,将直接影响到后勤社会化改革的进程与效果,进而影响到高校的可持续发展与和谐稳定大局。本文采用文献资料法、调查访问法、定量与定性分析法和专家访谈法等研究方法,对高校后勤社会化用工制度改革取得的成绩、存在的问题及面临的机遇和挑战进行分析,研究提出深化高校后勤社会化用工制度改革的基本原则和对策建议。力求在以下几个方面有所创新:一是在建立符合高校后勤工作特点,不同于高校、企业和事业单位现行用人制度的高校后勤社会化用人制度方面做一些理论方面的探索;二是从劳动关系、人力资源开发和管理学等角度研究高校后勤社会化用工制度,初步明确建立和谐劳动关系和注重人力资源开发在高校后勤社会化用工制度改革中的地位和作用;三是综合提出深化高校后勤社会化用工制度改革策略建议,促进国家深化改革相关政策措施的出台。 With the continuous progress of logistics socialization reform in Chinese universities,some achievements have been obtained in the employment system reform. For example, therigid employment system formed under the planned economic structure was abandoned,system of contractual employment was explored, and encouraging system was emphasized onintroducing high-level talented person, workforce structure has been optimized, the basictraining system was set up. The quality of college logistics staff was improved, incomedistribution system was partly established, and the enthusiasm of logistics staff wascontinuously inspired and so on. However, there still exist some disadvantages such as lackof effective employment policies, confusing way of employment, inequality in labor relations,low quality of the logistics staff, inefficient management, etc. Moreover, with the continuousincrease of college enrollment, carrying out of the comprehensive reform of personnel systemin institutions, and further implementation of the Labor Contract Law, the collegelogistics employment system will face more new situations and new problems. Withoutattention to these issues and solutions, it will directly affect the logistics process and effects oflogistics socialization reform, thereby affect the sustainable development of colleges,harmony and stability. In this dissertation, we will analyze the achievementsof logistics employment system reform, problems, opportunities and challenges, and theninvestigate the tasks, basic principles and give our suggestions. Some important researchmethods including literature files-based method, survey method, quantitative andqualitative analysis method, and expert interview method are applied in our research. Thenovelty of our work includes the following points: Firstly, we will explore some theoreticalaspects in employment system which is very different from current system in the colleges andinstitutions; secondly, logistics socialization employment system will be discussed as viewedfrom labor relations, human resources development, and management, thus leads to theinitial establishment of harmonious labor relations, emphasis on status and role ofhuman resource development in logistics employment reform; Finally, we will give someproposals to facilitate reform of socialization employment system, and it will expedite therelative policies and measures to deepen this kind of logistics employment reform.
