摘 要: 随着经济的快速发展和人们的教育观念不断更新,优质教育资源的需求与供给之间的矛盾日益突出,教育的公平性和教育均衡发展问题成为社会各界关注的焦点。当前,我国基础教育均衡发展研究己成为热点,研究不仅涉及现状、成因分析,而且对均衡发展的思想、政府责任、相关政策和体制等问题广泛深入的开展研究。但这些研究的主要问题是,理论比较研究多,可操作性的实践研究少,根据各地区实际情况案例分析的较少。因此,该领域的研究应进一步深入和拓展。 本文作者亲历揭阳市全面振兴基础教育事业的实践,用翔实的例证,丰富的事实做依据,综合分析揭阳市基础教育均衡发展状况,并对揭阳市基础教育均衡发展提出了有效的建议。 本文研究结构如下,首先阐述论文的研究意义,并对国内外基础教育均衡发展问题研究状况进行了论述,以及对研究方法和研究内容的简要介绍。其次界定了均衡、基础教育均衡发展这两个核心概念,随后引用了翟博等人对教育均衡发展的理论体系构建,分别从宏观层次、中观层次和微观层次分析教育均衡,最后从二元经济结构和社会体制、师资力量配备不均、教育政策偏差、传统文化观念不同和教育自身条件差异五个方面分析了制约教育均衡发展的因素。第四章指出揭阳市具备基础教育均衡发展的有利因素和近年来揭阳促进基础教育均衡发展取得的成就,最后根据揭阳市基础教育均衡发展情况,笔者初步归纳并提出几点关于均衡发展的对策。 With the rapid development of economy and constant update of people's educational ideas, the contradiction between demand and supply of high-quality educational resources has become much sharper, educational equity and balanced development of education issues have become the focus of the community. At present, the balanced development of basic education in China has become a hot research, it involves not only the situation, cause analysis, but also the idea of balanced development, government responsibility and issues related to policy and institutional research. But the main problem of these studies is that there’re more theory comparisons, but less practical feasibility studies and regional case studies according to the actual situation. Therefore, research in this area should be further in-depth and expansion. The author witnessed the basis of the overall revitalization of Jieyang City, making use of the abundant practice of education, detailed examples, a wealth of facts to do a comprehensive analysis of the balanced development of basic education in Jieyang City, putting forward its own effective recommendations. This paper is structured as follows; first, it described the significance of this research, and the situation of balanced development of basic education at home and abroad, as well as the brief introduction of research methods and contents. Second, it made the definitions of the two core concepts of balance and balanced development, and then the balanced development of the theory of education system construction be cited, analyses the balanced education from the macro level, meso and micro levels respectively, and finally analyses factors of restricting balanced development of education from five aspects, they are dual economic structure and social system, inequality teachers resources, education policy deviation, traditional culture outlook and education condition differences. Chapter IV pointed out that Jieyang City owned the favorable factors for balanced development of education and basic education, what’s more, this chapter mentioned Jieyang’s achievements on promoting the balanced development of basic education in recent years, and at last, according to the balanced development of basic education in Jieyang City, author summarized a few points on countermeasures of balanced development.
