摘　　要： 知识经济时代的到来,使承担培养生产、服务、技术和管理一线的技术技能型人才的职业教育面临着前所未有的机遇和挑战。应对市场的要求,我国职业教育面对的关键性问题就是怎样使教育质量保持不断提高并使其保持相对的稳定性。ISO9000质量管理体系在职业院校的应用顺应了当前职业院校发展的需要,为职业院校提高办学质量提供了一条有效的途径。ISO9000质量管理体系作为成功应用于企业的一套质量保证体系,在20世纪90年代国外就开始在教育行业进行ISO9000质量管理体系的探索和实践,我国在上世纪末才将该体系引入到教育领域。经过实践证明,职业院校实施ISO9000质量管理体系已积累了一些成功的经验,但由于受我国传统教育体制和管理方式的影响,该质量管理理念和方法在职业学校的推行仍比较缓慢,有的在建立和实施该体系的实践中也产生了各种问题。 本文首先在ISO9000族标准/(即包括其产生、发展、内涵、特点、管理原则以及实施步骤等/)的基础上,就职业院校引入ISO9000族标准,建立质量管理体系的可行性与必要性进行了分析；其次论述了职业院校实施ISO9000质量管理体系的基本原则,这些原则是ISO9000族标准的核心思想的体现,同时就职业院校建立质量管理体系的基本程序进行了阐述；最后基于ISO9000族标准在职业学校实施的整个过程和方法,并对一些通过认证的职业院校进行分析研究,发现职业院校在建立该体系时存在的问题,在此基础上,试图为职业院校建立ISO9000质量管理体系提供具有一定参考价值的建议,希望ISO9000质量管理体系能真正成为职业院校实施科学规范管理、全面提高人才培养质量的有效手段,从而逐步全面地提升职业院校的综合办学实力。 With the coming of knowledge economy age, vocational education which undertake to develop production and services, technology and management of technical skilled talents is faced with unprecedented opportunities and challenges. The key issue our vocational education considers is how to keep improving the quality of education and maintain its the relative stability in reply to market requirement.That ISO9000 quality management system applied to the professional institutes compliance with the need of the current vocational schools and colleges for development and improve the quality of vocational schools to provide an effective way.ISO9000 quality management system as the success of the quality guarantee system applied to the enterprise began to education for ISO9000 quality management system of exploration and practice in the 1990s in overseas. The system was introduced into the education sector in the end of last century in our country. According to practice, the implementation of ISO9000 quality management system in vocational schools has gained successful experiences but the rate that the ideas and methods of the quality management carrying out is still very slow in vocational schools by china's traditional educational system and management mode, some of them also had various problems in the practice of establishing and implementing the system This paper firstly analyzes the feasibility and necessity what professional institutes establishes ISO9000 quality management system on the basis of the standard of ISO9000 /(include the creation, development, management, content, principles and implementation procedures and so on/).Secondly, it discussed the basic principles which are the core of the standard ISO9000 quality management system, to be implemented vocational schools, and described the basic program established quality management system.The last, through the analysis vocational schools have authenticated to find the problem establishing the system based on the whole process and methods of the implementa
