摘　　要： 我国的中小企业在国民经济中发挥着越来越重要的作用。但是,由于自身的缺陷和所处的宏观环境等方面的原因,中小企业在发展规模、融资能力、市场竞争等方面上处于劣势,无法在激烈的市场竞争中与大企业抗衡。中小企业在发展的过程中,面临着各种困难和问题,十分需要政府的政策扶持。近几年,我国政府已经给予了中小企业越来越多的关注和支持,取得了一定的成绩。但是,与发达国家的支持政策相比,我国的中小企业支持政策还存在一系列突出的问题。我国政府应该从整个政策支持体系所包含的内容出发,采取积极有效的措施对中小企业进行扶持,充分发挥市场机制的功能,改善中小企业的宏观经营环境,实现中小企业的进一步发展。 文章阐述了中小企业政策支持体系的含义,并利用信息不对称理论、庇古津贴理论论证了政府支持中小企业融资的必要性；运用掠夺性定价原理、政府规制理论和波特竞争力模型证明了政府保护中小企业市场地位的重要性；从企业边际收益的角度论证了政府支持中小企业技术创新的作用。文章从中小企业的融资服务支持体系、法律支持体系、行政管理体系、财政政策支持体系、技术创新支持体系这五个方面深刻分析了我国中小企业政策支持体系的发展现状和所存在的问题；对我国典型地区的中小企业经济发展模式和支持政策的特点进行了评述和对比,并总结了美国、日本以及我国台湾地区中小企业政策支持体系的形成过程及在融资、财政、法律、行政管理和技术创新这五大体系方面的先进经验。最后,基于以上分析,文章从企业成长周期的角度出发,提出了健全以金融机构的间接融资、直接融资体系,加强信用担保机制和发展非金融机构融资支持为主的中小企业融资支持体系、加强以基本法律和其他服务� Small and medium-sized enterprises /(SMEs/) in China are playing an increasingly important role in national economy. However, due to their own defects and the macro-environment, SMEs are in a disadvantageous position in the aspects of development scales, financing capacities and marketing competitions which make them cannot compete with large enterprises in the fierce market competition. Faced with various difficulties and problems, SMEs are badly in need of policy support of government in their development process. In recent years, our government has given more and more attention and support to SMEs and obtained certain achievements. But compared with the support policy of the developed countries, there are still a series of prominent problems remained in China's SMEs support policy. Therefore, our government should start from the contents included in the whole policy support system, take positive and effective measures to support SMEs, give full play of market mechanisms, and improve the overall business environment for SMEs so as to achieve further development of SMEs. This thesis describes the connotation of SMEs policy support system and demonstrates the necessity for government to offer policy support to SMEs on the basis of the economic theories and models; Use of predatory pricing theory, government regulation theory and the Porter model to prove importance of government protect the marketing position for SMEs; From business point of marginal revenue, it provide a theoretical basis for government support SMEs to develop technological innovation. Deeply analyzes the status quo and problems of China's SMEs policy support system from SME's financing service system, legal support system, administrative regulation system, fiscal policy support system and technological innovation support system; reviews and compares the economic development models of SMEs and the characteristics of support policies in the typical regions of China; and summarizes the formation process of SMEs policy support system in U.S., J
