摘　　要： 江西是我国中部地区一个典型的农村劳动力过剩大省,如何实现农村剩余劳动力的顺利转移是我省关注的重大课题。在农村剩余劳动力转移的过程中,往往伴随着产业结构的调整,二者存在着千丝万缕的关系。本文以江西的产业结构优化调整作为切入点,分析其对农村剩余劳动力转移的影响,最后提出有效转移农村劳动力的对策。 本文在相关理论分析的基础上,对江西产业结构演进和三次产业内部结构现状进行了定性分析,进而分别从三次产业间、非农产业内部两方面对江西农村剩余劳动力的状况进行分析。实证分析部分分别从三次产业结构演进和产业内部各行业两个角度探讨其对农村剩余劳动力转移的影响。引入就业产值弹性分析,探索江西三次产业之间农村剩余劳动力转移的一般趋势；计算结构偏离度,并与国际标准模式进行对比,发现江西的产业结构和就业结构的偏差。接着引入投入产出法,利用江西2007年42×42部门的投入产出数据,对产业内部各细分行业吸纳就业的能力进行了定量考察,建立了分析各行业吸纳就业能力的指标体系,得出了5个对江西就业具有关键影响的行业。 最后,重点从产业发展、结构调整和优化升级的角度,提出推动江西农村剩余劳动力顺利转移的对策建议。 Jiangxi province is a typical district in central region of China with abundant rural surplus labor force. How to transfer rural surplus force smoothly is concerned as the major subject in our province. And a region in its process of rural surplus labor shift to city, always accompanied by the readjustment of industrial structure. The two of them has a thousand and one links with each other. Based on the industrial structure adjustment of Jiangxi province, this article is of great practical significance to analyze its influences on rural surplus labor transfer and provide some effective countermeasures of how to transfer rural surplus labor. Based on the classical theory of the industrial structure and rural surplus labor, the paper analyzes the present condition of evolution of the industrial structure and internal structure of three industries. Furthermore, summarizes the state of rural surplus labor in Jiangxi from the aspects of relationship involving three industries and non-agricultural industries. Next part is empirical analysis which is studied from industries and intra-industry structures. Appling employment-production elasticity to the paper, we find the general trend of Jiangxi's rural surplus labor transferring. After figuring configuration departure coefficient, we compare it to international standard models and realize the deviation between industrial structure and employment structure. On the basis of 2007 input-output table including 42 sectors, this paper introduces input-output analysis which is used in employment research. We set up the index system of integrating employment coefficient and some other coefficients, and point out five pivotal industries that can absorb most workers. In the end, focusing on the angle of industrial structure adjustment, the thesis provides some proposals for industrial restructuring, in order to promote the transfer of rural surplus labor.
