摘　　要： 我国建筑施工企业信息化的发展已经有了30多个年头,信息化应用从最初单机版的专业软件向网络化的业务整合系统变化。建筑施工企业试图将业已在制造业应用成功的ERP等系统应用到自身管理工作中,但从整体上讲,成功率不高。有些专家甚至认为,我国实施信息化的企业80/%以上都是失败的/[1/]。学术界及广大信息化工作者普遍认为建筑施工企业信息化建设存在诸多风险且缺乏有效的、系统的风险管理是导致信息化建设成功率不高的主要原因。 尽管国内外对项目风险管理和IT项目管理的理论和实践研究都已经有很多成果,但针对信息化建设全过程,尤其是针对建筑施工企业的信息化还没有形成系统的管理体系。本文的研究目的是在总结项目风险管理理论和方法的基础上,建立基于风险管理的建筑施工企业信息化管理体系,用以指导和规范建筑施工企业信息化建设。通过强化风险管理工作,降低信息化风险的发生概率和减轻风险后果危害,从而实现提高信息化建设质量的目的。 本文参照ISO9000质量管理体系运行模式,运用过程管理的理念和方法/(PDCA/),将项目风险管理和IT项目管理进行整合,最终形成一套建筑施工企业信息化管理体系,并进行初步实践。 通过以笔者所在企业为研究对象,建立了以信息化管理体系文件为核心和基础的信息化管理体系。体系参照质量管理体系“贯标”的方式运转,并指导信息化建设实践,取得了阶段性的成果。 The informatization of Chinese construction enterprises has been developed for more than 30 years, and the application of information technology has been transformed from the stand-alone version of professional software in the early times to an integral system of doing business on line. The construction enterprises are trying to apply those systems, such as ERP, which have taken effect in manufacturing, to the self-management, but the rate of doing it successfully is still low as a whole. Some experts even say that 80/% of the Chinese companies, which adopt information technology, are failures. People from academic field and massive information workers hold the view that the informatization of construction enterprises is risky and the reason that it keeps a low rate is a lack of effective, systematic risk management. Theoretical and practical researches on project risk management and IT project management have achieved a lot, but aiming at the whole process of informatization, especially the management system of information technology in construction enterprises which has not formed, this paper is to build a management system of information technology in construction enterprises based on risk management. This research is based on a summarization of the theory and methods of project risk management and is used to guide and rule the informationization in construction enterprises. The occurrence rate of infomatization can be lowered and the damage of risky results can be abated by strengthening risk management, then the quality of informatization is improved. Referring to the ISO9000 quality management system operation mode and using the concept and method of process management, this paper made a combination of project risk management and IT project management and finally formed a set of management system of informatization in construction enterprises, and the preliminary practice of it was conducted.
