摘 要: 该文用系统工程和现代管理理论建立vts管理水平的评价模型和确定指标量化的方法,寻求能对中国vts管理进行诊断和改进的方法.作者在对vts进行系统分析的基础上,独创性地提出了vts系统结构模型——'人员-设施-水域环境-管理'.选用德尔菲法(delphi)和层次分析法(a.h.p.)对vts管理水平的评价指标、指标权重和指标对评语集的隶属度进行确定,并用模糊综合评价及相关数学方法,构造vts管理水平模糊综合评价模型.最后通过模型的应用,分析某vts在运行管理上存在的问题并提出改进的建议. As for the built-up VTS, it is scientific management rather than advanced electronic equipments that make it function properly and work efficiently and effectively. In this paper the author applies the principles of system engineering and modern management theory to set up a model of assessing the management of VTS and develop quantitative approaches for index assessment for the purpose of seeking a method to evaluate and improve the management of VTS in our country. The author creatively puts forward the VTS composition model of 'personnel, equipment, environment of VTS water area and management' on the basis of system analysis of VTS. He takes advantage of DELPHI expert questionnaire and AHP in formulating the assessing index systems and in obtaining weight and quantifying value of each index with intent to ensure the objectivity of the model. And then he makes use of fuzzy synthetic evaluation and other mathematical methods in formulating a fuzzy model of VTS management level synthetic evaluation . At last he analyzes the existing problems in the management of a certain VTS and offers some proposals by means of practical application of the model.
