摘　　要： 原中国联合通信有限公司，是经国务院批准，于1994年7月19日成立的我国唯一一家能提供全面电信基本业务的综合性电信运营企业。是中央直接管理的国有重要骨干企业。是国内唯一一家同时在纽约、香港、上海三地上市的电信运营企业。原中国网络通信集团公司是北京2008年奥运会固定通信服务合作伙伴和国内外知名的电信运营商。2008年中国联合通信有限公司与中国网络通信集团公司成功合并成中国联合网络通信有限公司(以下简称“中国联通”)。2009年，中国联通获准经营wcdma第三代移动通信业务经营牌照。 国内通信运营商即使上市多年，仍然其由于特殊的起源及企业架构，企业内部的运作依然国企氛围浓烈，而且长期的甲方垄断地位，导致企业对员工个人沟通的技巧培养不足，甚至缺少必须的习惯传承及分享。企业的员工可能会适应企业本身的沟通模式，但是，一旦面对陌生客户或者突发情况，沟通能力的不足马上暴露无遗。这一点，在电信运营商的项目经理身上表现最为突出。电信运营商每天都发生大量的项目，由于项目本身就是一项临时性的工作，所以项目干系人相互未必熟悉、甚至会非常陌生，这必然导致各种沟通问题，进而产生对项目的各种负面因素，甚至导致项目的失败与终结。所以，积极有效的沟通相当重要甚至成为左右项目进展的决定性因素。 本文的研究目的是透过个人的经历与经验，参考相关书籍文献，针对沟通的技巧进行归纳与总结，以及针对个人沟通技巧与沟通能力的学习与提升，为电信运营商员工的个人沟通提供一些解决办法。 Approved by State Council, China United Telecommunications Corporation was established on July 19, 1994. It is the key state-owned enterprise run by central government, the only comprehensive telecom enterprise who is capable to provide the all-round basic service and was offered publicly in stock exchanges in New York,Hong Kong and Shanghai City at the same time in China. As we all know that China Network is the partners of fixed communication service of Beijing 2008 Olympic Games. In 2008, China Unicom and China Network had merged as China united network telecommunications Co. Ltd/(hereinafter referred to as China Unicom/). China Unicom was granted a 3G mobile license. Although China Unicom has listed for years, because of the monopolistic status, the training on personnel's communication skill is insufficient or even lack of essential inheritance and sharing. The personnel's might adapt themselves to the company's model of communication; however, some of them are ill-prepared to deal with the emergencies or new customers, especially the project manager. A large number of projects are temporary tasks in Telecommunications Corporation, so project managers may not familiar with each other, which might cause communicational problems, or even lead to the failure of the projects. Therefore, the key success factor is effective communication. The purpose of this study is to get better solution for personnel communication by case study.
