摘　　要： 随着"9·11"事件的发生,国际社会在面临恐怖主义的袭击时,迫切需要建立一种完善的集体安全机制,以维护世界和平和各国主权完整。本文拟就集体安全法的构建及其机制展开讨论,以期明确集体安全法的法律框架。 Given the incident of 9·11 and the global threat of terrorism, a group security mechanism is called for in order to safeguard the world peace and the wholeness of every nation's sovereignty. This thesis purposes to outline a clear framework through discussion over the construction and structure of the Collective Security Law.
