摘　　要： 在应对“政府失灵”的改革浪潮中 ,形成了新的治理理念。其中民营化理念是政府运用市场力量重新对其职能定位的选择 ,民营化的具体形式与治理理念对于深化政府职能的再认识有着重要意义。 In the course of handling the reform tide of ' government failure', form the new administrative ideas. Among them, the privatization idea is the choice for government to use market strength to re-locate its functions; the concrete form of privatization and its governing concept have important meanings for deepening the re-knowledge of governmental functions.
