摘　　要： OECD于 1995年至 1998年间发起了旨在制订一项综合的高水平的多边投资协议的谈判 ,尽管最终失败 ,但对未来多边投资立法具有重要的意义。MAI主要涉及投资自由化、投资保护和争端解决等核心规则 ,探讨和研究这些问题对未来多边投资法典的制订提供一些有益的借鉴。 OECD initiated negotiation aiming at drawing a comprehensive high-level MAI from 1995 to1998, which is significant for future lawmaking on multilateral investment despite of its failure. MAI mainly contains investment liberalization, investment protection, dispute settle mechanism, etc. The article hopes to provide some valuable reference in drawing multilateral investment code in future through discussing and researching these problems.
