摘　　要： 结合图书馆未来发展需要 ,论述了运用新《规程》创新高校图书馆管理中的人力资源问题 ,提出了开放式管理的理念。 Considering library demand of future development,this article introduces present situation and construction innovation of human resources on the university library management in the new century,puts forward the concept of open-administration management.
