摘 要: 本文从价值观、民族性格以及政治制度等基础因素入手 ,分析中国政府绩效评估实践的特色。文章指出 ,由于中国人的价值观以及民族性格因素的限制 ,民众缺乏监督政府的意识 ,而中国的政治架构则具有相对集权的特点。在此基础上 ,中国政府的绩效评估实践呈现以下特色 :绩效评估实践的发起者角色将主要由党政主要领导承担 ;绩效评估实践借助于既有的政治框架能够在全国或一级政府中全面铺开 ,但创新与形式主义会共存 ;绩效评估的历程会更多地具有“运动式”特征。 The paper analyzes the characteristics of China’s government performance assessment from the point of view of such basic factors as the value, ethical character and political system. It points out that Chinese people, due to the influence of their value system and ethical character, are unaware of the need to oversee the government and Chinese political system is characterized with relative centralization of state power. Thus,the assessment of China’s government performance presents the following characteristics:the initiators of the assessment are mainly leaders from the Party or the government; the assessment spreads out throughout the whole country or within the first level of the government with the help of the existent political system;and the procedure of the assessment is more likely to take on the characteristics of a “movement”.
