摘　　要： 　当前乡镇政府仍在很大程度上保持着传统计划经济体制下政府的全能作风,其政社不分、政事不分和政企不分等弊端严重阻碍了农村市场化进程,同时与市场化引发的政府治理变革进程也格格不入。因此必须彻底转变乡镇政府职能,并以此作为新一轮乡镇机构改革的重点,真正实现乡镇政府的"内涵式"机构改革。 The rural governments at present, to a large extent, still keep the backward working style influenced by the traditional planned economy. They do not seperate the functions of government and society, public institutions, and enterprises,which have hindered the process of rural market economy severely, and is not in accordance with the progress of the reform of the government administration. Therefore, the functions of rural governments must be changed and attached more importance to realize the structural reform actually.
