摘　　要： 江泽民在十六大报告中从推进中华民族的伟大复兴的高度 ,把政治文明同物质文明、精神文明作为一个有机整体提出来 ,并把它确定为全面建设小康社会的重要目标。为大力推进政治文明建设 ,必须从坚持党的领导、人民当家作主和依法治国三方面来改善、巩固和加强 ,并把三者有机地统一到全面建设小康社会的实践中去。 In the Report of the 16th CPC, Zhang Ze-min, over-viewing on the great expectations of the resurgence of Chinese Nationality, rose up the political civilization, material civilization and spiritual civilization as a whole, and determined it as the key aim of building overall xiaokang society. In order to promote the political civilization construction, there is a must to perfect, consolidate and strengthen the adherence of Party's leadership, people being the master of their affairs and ruling by law, and what's more, to put the 'Three Aspects' into the practice of building overall xiaokang society.
