摘　　要： 论述了我国图书馆立法的基础。指出当代图书馆的功能、任务和职能为制定图书馆法赋予了扎实的学理基础;我国已有的关于图书馆工作的条例、规范和制度及开展的图书馆立法工作研究成果为制定图书馆法奠定了重要的理论基础;图书馆的各项活动以及由此产生的各种社会关系是图书馆立法的社会基础。阐述了制定图书馆法对图书馆在传播先进文化、处理著作权法与文献复制的矛盾及图书馆开展充分服务工作将产生的重要影响。 This paper expounds the legislation basis of the library law, pointing out that the major functions and tasks of a modern library have laid a solid foundation of scientific principle for the library law, that the exsting ordinances, policies and the relevant academic researches have provided a theoretical backing for library legislation, and that various activities of library and social relations concerned have formed the social basis of legislation. Moreover, the paper tries to delve into the influence of library law upon such aspects as dissemination of advanced cultures, settlement of contradiction between copyright and document copy, and adequate exploitation of library resources.
