摘 要: 提出一种电力市场环境下的动态阻塞管理模式。在这种模式下,具有不同市场属性的市场参与者,进入实时市场中专门设置的动态阻塞管理市场,提供动态阻塞时可用的服务及相应的报价。当动态阻塞发生时,ISO利用动态阻塞管理市场中可用的资源,以系统总的动态阻塞费用最小为原则,进行动态阻塞管理,确保电力系统的稳定运行,同时尽可能减小电力系统动态对电能交易方的影响。文中以IEEE 30母线系统为例说明了所提出的市场管理模式。 This paper presents a model for dynamic congestion management in the open electricity market. The model fully utilizes the market mechanism and sets up a dynamic congestion management market in the real-time balancing market. Market participants enter this market with their bids and offers for dynamic congestion management, while ISO fully utilizes the resources in this market to eliminate the dynamic congestion raised by severe disturbances in an economic way. Mathematically, a dynamic optimization problem is formed and solved to find an optimal solution to erase the congestion. Simulation studies have been taken to illustrate the effectiveness of the proposed model.
