摘　　要： 高科技产业发展的本质在于企业家的创业精神 ,国外相关研究表明 ,高科技集群的企业家精神表现为“创新小生态”和集体学习机制。在我国的高新技术园区并没有真正形成这一创新集群机制。地区高新技术创业主要受到市场环境、政策和资源状况等宏观因素的影响。本文首先通过高科技创业微观机制的分析揭示出“制度重于技术”的发展特征 ,对高科技企业家精神的特征与创业过程加以探讨 ,然后以 2 7个省、市、自治区的 53个国家级开发区企业为样本进行计量研究。聚类分析结果显示 ,各个地区之间的高科技创业和产业发展在重要的特征变量上存在显著差异。以不同地区和时期为控制变量的分析结果表明 ,地区间存在的资源禀赋、经济发展水平与经济政策差异是造成高科技创业与发展地区差异的主要影响因子。但在不同类别的地区和不同时期 。 The development of high tech industry relies on the innovation of entrepreneurs. Studies in regional differences of high tech industrial zones and clusters in other countries show that among these zones and clusters a “micro ecology of innovation' and a mechanism of collective learning are created. These, however, are what in want in China's high tech zones. Such macro factors as market, policy and resources play a major role in the development of high technology in a certain region. Based on the analysis of micro mechanism of the development of high technology, the author discusses the characters of entrepreneurialism and the developmental process of high technology, emphasizing institutional factors over technological ones. A quantitative study on 53 state designated high tech development zones in 27 provinces, municipalities and autonomous regions show significant regional differences, which is mainly the effect of the regional and temporal differences in terms of resources, level of economic development and economic policies. The impacts of these factors, nevertheless, vary with region and time. The conclusions of this study provide a theoretical foundation for improving policy and market conditions for the development of high tech industry in different regions.
