摘　　要： 对能提高社会生产力 ,推动社会进步和经济发展的科研成果给予奖励具有十分重要的意义。对科研成果的评价要坚持质量第一的原则 ,以是否具有科技创新、科技进步以及在相应领域、学科内产生影响等实质性价值作为评价指标。对科学论文的评价坚持刊物影响因子和引用率并重的原则 ,提倡科学论文内在价值的判断。 Awards for research achievements are of great significance for their role in increasing productivity, facilitating social progress and economic development. Assessment of research achievements should take as the first principle the quality of the research achievements, and be based on a criterion regarding innovation, applicability, and their role in disciplinary development. The assessment of research papers should basically be based on their influence on the academic journals and the ratio of their citation; meanwhile their intrinsic academic value should be stressed.
