摘　　要： 实证研究与规范研究是政策科学发展历史中的两条主线,而民主则是政策科学自诞生之日起的宏大抱负。政策科学发展的历史说明了实证主义的研究并不能实现政策科学的民主内涵,因此,许多科学家开始研究如何通过整合实证与规范研究来促进政策科学对于民主的回归。弗兰克·费希尔就是其中较具代表性的学者,其参与性政策分析的观点为我们提供了一个新的讨论平台。 Democracy is the great ambition since the naissance of policy science.There were two traditional threads in the development of policy science:logical positive approach and normative approach.However,the history of policy science demonstrates that logical positivism cannot realize the democratic aspect of the policy science.As a result,many theorists are seeking for a new way to integrate the logical positive approach and normative approach to return to the original great ambition of Lasswell.Frank·Fischer is one of the outstanding scholars as his participatory Policy analysis is making a great contribution to this reversion.
