摘　　要： “人才资源是第一资源”.坚持党管人才,是党适应自身历史方位变化而采取的新举措,是对党管干部原则的坚持、发展与深化.在社会主义市场经济条件下,我们要转变观念、完善机制、健全法制,保证党管人才的实施,为全面建设小康社会提供源源不断的人才资源. 'Talent resources are the first resource'. Insist the principle of the Party being in charge of talents is an new action for the Party to meet changes in its historical position. It deepens the principle of the Party being in charge of cadres. Under socialist market economy terms, we should change the idea, perfect the mechanism and the legal system , guarantee the enforcement of the principle, offer talent resources continually for society construction.
