摘　　要： 通过对我国现阶段旅行社部门承包现状的分析,划清了国有旅行社经营权的出让与转让的界 限,阐述了旅行社部门承包经营的成因及其危害性,提出以疏为主,疏、堵结合的对策。 By analyzing the status quo of the contracting of sectors in travel agencies in China, this paper attempts to distinguish between the selling and transfer of management right for state-run travel agencies and expound on the cause and harm of the contracted management of sectors in travel agencies. It is pointed out that the countermeasures integrating flexible management should be adopted.
