摘　　要： 地方政府有其不同于中央政府的独特的运行特点。只有充分认识和把握地方政府的性质和特点 ,才能对地方政府进行正确的角色定位。为使地方政府更好地适应市场经济的发展要求 ,需要把地方政府定位在有效政府上 ,有效政府是经济社会发展的关键。为此 ,地方政府要解决好政府职能的强化、弱化与转化 ,推动区域经济增长 ,提供优质的公共产品。 Differing from the Central Government, a local government has its own operating character. We can correctly define the role of local government, so long as we fully understand its characteristics. For adapting a local government to the development of market economy, we need change the functions of the government, define the role of a local government as an efficient government, which is the key of economic and social development. Therefore, the local government is expected to take order with the reinforcement, weakening and change of governmental function, boost regional economic growth and offer quality public service.
