摘　　要： 改革开放20多年来,我国国有资产规模一直处于高速发展的态势,但是,由于国有企业内外部环境的变化,还存在着国有资本过度分散、国有资本在各地区行业分布严重趋同、国有企业集约化程度低等问题。国有资本质量不容乐观,而大力推进国有资本从竞争性领域退出是改善国有资本质量的历史性必然选择。 In more than twenty years since the open-up to the outside world, the scope of state-owned capital in our country has been in the rapid-developing state. However, due to the changes of external and internal conditions in these state-owned enterprises, there are many problems yet, such as the existence of over-scattered capitals, serious convergence of industrial distribution in each region, lower intensive level of state-owned enterprises, etc. We cannot take an optimistic view toward the quality of these capitals, but adopt their withdrawal from rival fields——a historical alternative for improving the qualities of state-owned capitals.
