摘　　要： 文章以详实的历史资料为基础,在追溯中国历史各个王朝的海洋政治战略缘起以及近现代海洋政治战略沿革的基础上,总结出海洋政治是国家意志的延伸,如果没有清晰的海洋政治战略,国家的发展就只能仅限于内陆的结论。二十一世纪是海洋的世纪,当全球各个国家把眼光聚焦海洋时,对海洋资源的争夺将是十分激烈的。因此,当中国的海洋权益受到他国侵犯时,秉承什么样的海洋政治战略和政策来应对,是今后中国从"黄土"走向"深蓝"的重要里程碑。 This paper traces back to every dynasty’s political strategy origin of China and the evolution of modern marine political strategy on the basis of detailed historical data,concludes that marine politics is the extension of the state’s will,if there is no clear strategy of the marine political,the country’s development can only be limited to land-locked.The twenty-first century is the century of marine,when all the countries are focusing on the marine,and the competition for marine resources will be very intense.So when China’s maritime rights and interests are violated by other countries,what kind of marine strategies and policies China takes is an important milestone for China to wake from the "loess" to the "Deep Blue".
