摘　　要： 独联体和上海合作组织是活跃在欧亚大陆的两个国际组织。俄罗斯是这两个组织的主要推动力。俄罗斯作为横跨欧亚大陆的国家,没有俄罗斯的参与,这两个组织也就无从谈起。俄罗斯是独联体和上海合作组织的主要连结点,作为在独联体和上海合作组织的主导国家,俄罗斯针对独联体外交倾尽全力,效果差强人意。对上海合作组织发展是半心半意,但上海合作组织的发展却渐入佳境。俄罗斯有必要检讨自身的外交政策,重新调整对独联体和上海合作组织的外交政策。 The Commonwealth of Independent States(CIS) and The Shanghai Cooperation Organization(SCO) are principal active international organizations in Eurasia, and Russia is the main impetus to them. The two international organizations are impossible without the participation of Russia across Eurasia.In addition, Russia is the main connectivity to the organizations. As a leader country of the two international organizations, Russia tries his best to establish collective diplomacy with the CIS but the effect is barely satisfactory. The SCO develops better even though Russia gives only lukewarm support. It is necessary for Russia to review its foreign policy and get rid of negative chauvinism byway of readjusting itself to the CIS and the SCO.
