The imbalance development between regions has been a long-time challenge in the growth of China. The goal of well-off society must include all regions in the country. The study on building well-off society in less developed regions benefits the promotion of leaping development, the acceleration of urban-rural development, and diminishing development gaps between regions. This kind of study is also applicable in Guangdong, the province with the leading role in reform-and-open policy. In this province, the GDP in the Pearl Delta Region is 4 times higher than the eastern and western parts. Its gap is even higher than the national average level. The status of the fastest growing economy in the country does not solve the issue of imbalance development within the province. Meanwhile, the essential resources distribution, industrial agglomeration, and market competition widens the gap between the Pearl Delta Region and the less developed one. This study uses the example of Guangdong to focus on the potential of self-development in the less developed region with the science and cultural perspectives, which include the concepts of eco-civilization,low-carbon development and substaintial development. The lessons learnt from the ecological environment pressure in Guangdong and the ideas of building well-off society in the less developed regions in the province may provide valueable inspiration and reference to the whole country.
