摘　　要： 在我国由计划经济向市场经济的转变时期 ,正确处理政府与市场的关系是极为重要的。市场是资源配置的基础机制 ,但市场不是万能的 ,往往会出现市场失灵和失缺。为此 ,政府对市场的干预是必不可少的 ,但是 ,政府的干预如果不适度 ,同样会产生政府失灵的现象 ,因此 ,在现代具有动态性的经济环境中 ,政府的职能需要重新界定 。 It is very important to maintain a balance between the government and the market during the transformation period from planned economy to market driven economy in China. Market is the basic mechanism of resource allocation, but it is not cure all and market failure does often happen. Thus, it is essential for government to interfere in the market, but if the governments intervention is not appropriate, the phenomenon of government failure would appear. Therefore, it is necessary to give a redefinition of the governments function and a relocation of governments role in the modern dynamic economic environment.
