摘　　要： 今天的法国人中已有大约四分之一是移民及移民后裔，而具有不同文化背景的异族新移民仍源源不断进入法国，因此，移民接纳及移民政策的修订与实施，业已成为法国朝野密切关注的重要社会问题。本文首先介绍当代法国移民构成的基本状况，重点评介法国学术界关于法国移民政策研究的主要著述及观点；接着，本文结合20世纪下半叶法国社会的政治经济变迁，将法国战后移民政策分三个阶段进行剖析，追溯其从自由移民、“共和模式”到零移民、零非法移民的演变发展及内涵实质；最后，本文着重分析法国曾引以为豪的“共和模式”在当今社会遭遇的困境及原因，探讨当代法国移民政策的基本走向及社会效应，指出：“共和模式”也好，自由民主也罢，归根结底，移民政策中最根本的原则是接纳国的国家利益。因此，对发达国家移民政策的研究，具有重要的现实意义。 Immigration policy and its implementation are big social problems that very much concerned by both French government and public.This paper illustrates the composition of immigrants in today’s France briefly,and reviews the studies carried out by French scholars on immigration policy first.Then,it examines the contemporary development of immigration policy by dividing it into three stages —Free Immigration,Republican Model and Zero Immigration or Zero Illegal Immigration.By studying the establishment of Republican Model and its paradoxes this paper argues,although democracy and freedom have been stressed repeatedly,in fact,the national interest of the receiving country is the fundamental principal.
