摘　　要： 个体的理性选择往往造成集体的非理性选择和集体行动困境。农村垃圾问题正是如此,涉及多元利益主体,无法简单的按照单一秩序要求解决。公地理论和集体行动理论很好的阐释了公共事物治理困境的深层原因,而农民、村干部以及政府等主体因素的加入使得这一困境更加突出。受此启发,本文认为应当超越当前参与治理模式的局限而走向合作治理模式。因此,本文对麻城市夫子河镇村组进行研究,从乡村治理的角度探讨农村垃圾治理过程中各主体的功能以及互动与合作关系,并主张将农村社会现有资源整合到政府的环境治理系统之中,构建政府主导下多主体相互信任合作的垃圾治理模式。 The rational choices of individuals often cause the collective irrational choices and collective action dilemma. Rural garbage problem is like so,involving multiple stakeholders, which cannot be solved in accordance with a single order simply. Commons theory and collective action theory have well interpreted the underlying causes of the dilemma in management of public affairs,and with farmers,village cadres and the government and other subjective factors added the plight becomes more prominent. Inspired by this,this paper thinks that we should transcend the limitations in the current governance model to cooperative governance model.Therefore,I have done research on Villages in Confucius Town in Macheng,and to explore the main functions and interactive and cooperative relationships of all subjects in the process of rural garbage governance from the perspective of rural governance,and insist that existing resources of rural society should be integrated in the government ' s environmental management system, to build the garbage governance mode of mutual trust cooperation leaded by the government。
