摘　　要： 中国的"双轨制"是计划经济向市场经济转型过程中的历史遗留问题。2003年我国开始试行企业年金计划作为第二层次的养老保险,但是机关事业单位的职业年金计划却迟迟未浮出水面,而国外的职业年金制度在20世纪中后期就已经发展并日臻成熟。职业年金制度是分类推进事业单位养老金改革的关键。本文在借鉴他国经验的基础上对我国事业单位年金进行分析,找出其发展的困境,提出改革的方向思路。 China's'Dual track system' is a historical problem left over by,the transformation from the planned economy to the market economy. In 2003 China launched,enterprise annuity plan as a second pillar of old-age insurance,but the institutions occupation pension has not yet been surfaced and foreign occupation pension system has been developed and matured in the middle and late twentieth century. Occupation pension is key step of classified pension reform. Based on experience of developing occupation pension in other countries,this article finds out our development dilemma,and puts forward some thoughts.
