摘　　要： 本文强调,外语学刊须以培养青年学人为己任。为祝贺《外语教育研究》创刊,本文寄语该刊同仁与广大读者。文章首先回顾我国外语学刊目前一些不利于培养青年学人的现状:1)运作的制约—稿源与用稿的两难局面;2)评审制度与主编对稿件的采用权;3)相关的管理体制未臻完善。本文作者以亲身经历论及外语学刊培养年轻学人的责任:效法前辈,为年轻学人释疑、解难,对他们倍加关心和爱护,热情鼓励和悉心帮助。为培养年轻学人,本文最后提出两点具体可行的建议,寄语于新创学刊:1)开辟"青年学者之窗"一类专栏,着重接受年轻学人自主创新的学术研究成果;2)提倡以老带青,鼓励年长学者爱护培养后学,共同开展学术研究、发表论文。 This paper emphasizes that bringing up young scholars is a duty of academic journals of foreign languages. To express good wishes to the new journal—Foreign Language Education & Research, the author of this paper sends words to its colleagues and readers, discussing about what might impede the fulfilment of the duty to bring up young academics obligatory on learned journals: a dilemma unsolved in the editorial process; unsuccessful operations of the review system; and an inadequate system of the relevant administration. In this paper, the author also recalls from his own experience the way and attitude of a learned journal to do its duty to help young scholars. At the end of this paper, the author suggests that, to encourage young academics to do researches effectively, learned journals should open up a special column for accepting young researchers' works and should advocate cooperation between the young and old scholars in doing researches and publishing papers.
