In this paper,we analyse the affect of network bandwidth and the decoder complexity to implement full VCR functionality. This paper propose a minimum-cost frame-selection scheme, which can minimize the number of frames needed to be sent over the network and to be decoded. This paper also described the architecture of video pump software and the implementation of an MPEG video streaming system.
