摘　　要： 为了提高学校的有效性提高教育质量!从1988年开始,英格兰开始了一系列准市场取向的教育改革,旨在提高学校的灵活性与适应性,强化政府对学校产出的控制 作为准市场取向改革的一个关键部分英格兰从1988年开始逐步实行校本财政改革实施新的拨款公式加大学校对经费的预算权力 To improve the education quality of schools, a series of reforms with market orientation have been prompted, which is to enhance the flexibility of schools and strengthen the government's control of school's output. As an important part of the reforms, school-based financial reform has been carried out from 1988, which adopted a new way of allocation and gave more budget power to schools with the aim to improve the efficiency of education outlays. On the basis of its policy background, this article analyzed the policy aim, budget system, and allocation way of school-based financial reform in England. Then some evaluation is given and some reference meaning is drawn. 
